Foreign companies participate in the building process for Iraq

Minister of reconstruction said that these companies will inter the Iraqi market of reconstruction, and will be preferable in future contracts and the can participate individually or collectively with the ministry companies to fulfill the projects and activate cooperation frames.

Mosul, Iraq police chief vows to rid city of rebels

On Monday the police joined forces with units from the Iraqi army and closed main streets in the city leading to heavy traffic jams.

Many civil servants could not reach their offices and students missed classes as a result.

Eyewitnesses said the city came to a standstill most of the day.

Security sources, speaking on condition of anonymity, said the deployment was part of “a security campaign” to return normal life to the city.

They said the authorities wanted to cordon off armed groups and put an end to violence.

Several such campaigns were conducted in the past but all have failed to contain violence.

A roadside bomb on Monday killed three policemen and injured several others in the city’s industrial district where rebels have the upper hand.

Mohammed, the police boss, said there would be no let-up in the struggle “against terrorists and unruly gunmen.”

Speaking at the police academy during a graduation ceremony, he said his forces will press ahead with their campaign until they have the city under control.

“The troops will continue searching houses, moving from one street to another,” he said.

He added: “We say to these criminals that you have no place among us and the time to impose law and order has come.”(Source)Azzaman

Iraq earns $3 billion from oil exports a month – ministry

There has also been a hike in refinery output but refining capacity remains restricted mainly due to acts of sabotage, it said.

The statement, obtained by the newspaper, said Iraqi oil exports stood at 1.6 million barrels a day.

Prior to the U.S. invasion, oil exports averaged 2.2 million barrels.

But the surge in revenues is good news to the cash-strapped government struggling to upgrade public services and battling rebels bent to topple it and force occupation troops to leave.

The government, the statement said, has decided to use the extra cash to meet its budget deficit.

Iraqi refineries now churn out 13 million liters of gasoline but the amount is way below domestic consumption.

The country relies heavily on imports to meet fuel needs.

The statement blamed power shortages for the failure of refineries to boost output.

Iraq to upgrade nine palm trees projects over next period

The plan aims for planting and upgrading quality of the palm tree in various provinvces. Equal rights in Iraq for Participation

70 percent have participated in elections but the great slates controlled the candidate process.People did not participate in general discussions over electoral circles and choosing the prime minister and so on.In Kuwait, discussions went on over one circle or the old 25 circles, and it was a popular process in social gatherings in the neighboring small country.Media and civil society organizations play big role in crystallizing the ideas.However, in Iraq it is still limited discussions among five finger hand or so leaders of the big political parties and behind closed doors away of other politicians let.(Source)AlSabaah

Iraq oil sector losses $1 billion to corruption – Iraq oil official

Uloom told the newspaper democracy will not be established in Iraq in the absence of a serious attempt to eradicate graft.

He said 10% of the money the government spends on oil imports goes to corruption.

Iraq currently imports fuel products worth more than $500 million a month.

Attacks on oil installations are said to have almost halved refinery output forcing the country to rely on imports from neighboring countries.

Thousands of fuel tankers enter Iraq from Turkey, Iran, Kuwait and Jordan for distribution to the provinces.

Asked whether corruption had spread to SOMO, Iraq’s crude oil export arm, Uloom said: “I expect corruption to have found its way to SOMO which also supervises fuel imports but is still on a limited scale.”

He said corruption was rife in the Ministry of Oil whose contracts and financial dealings lacked transparency.

Uloom said the current climate of violence and the upsurge in attacks on oil installations were a contributing factor.

He said foreign firms were not willing to work in Iraq and the ministry’s attempts to have a foreign contractor install oil export meters have not yet borne fruit.(Source)Azzaman

Japan to release $1 billion of Iraq reconstruction grant

A statement by the cabinet faxed to Azzaman said Tokyo was considering releasing $1 billion of its grant.

The money will be used to implement “vital projects” in Iraq, the statement said.

Japan has about 500 troops in the Province of Muthana in southern Iraq, training Iraqi security forces and helping with reconstruction, but not engaging in combat roles.

Muthana and its capital Samawa have benefited most from the presence of foreign troops in Iraq.

Provincial authorities and even tribal chiefs make frequent visits to Tokyo and are in constant contact with the commanders of the Japanese contingent in Iraq on how to develop the area.

Recently a delegation from the province visited Japan.

Invited by the Japanese foreign ministry, the officials had a long list of demands and the Japanese authorities have vowed to meet most of them, said Mohammed Radhi, a member of the delegation.

“We have signed an agreement under which Japan will turn the provincial center (Samawa) into an internet hub for the whole of the country,” he said.

He said the Japanese will introduce information technology in Muthana and help the provincial authorities to electronically collect taxes and wire banks and administrative branches.
